The "gaping" mouth happens when your bearded is thoroughly heated from basking. The actual process he is undergoing is called thermoregulation and it is a way of getting rid of a bit of his internal temperature, much the way a dog pants on a hot day. This is fine for the dragon to be doing as long as he can retreat to his cool side of the tank when he is done basking. If he does this on his cool side, your temperatures are too hot for the dragon. But if he does this excessively, even under the basking lamp, moove it higher a few inches to just slightly decrease the heat.
SOUnds like regular thermaregulation as others already indicated. The only time it's a concern is if he does it constantly or in the cool end. Or, if there is any bubbling of saliva or wheezing sounds, which would be a sign of respiratory infection.
