HElp Identify..

my neighbors from next door brough me a salamander/newt today and i dont know what it is. It is black and has dull yellow markings on its back.
they brought it with part of its tail off. it that ok? and is it ok to have as a pet. I live in western washington and they found it in a pond.

It looks like a western long-toed salamander (Ambystoma macrodactylum macrodactylum). The lost tail tip should heal fine. I live in CA and am not very familiar with Washington laws, but I don't think that it is legal to keep native reptiles and amphibians in your state in which case you'd be best off returning the salamander to the capture site.
