Basking Help

I recently got a baby RES- it is approximately 3 inches long. I have researched the care of it and still have a few questions.
1. It never basks! Ever! I am confident the basking area is accessable, but it never leaves the water. I was told by someone else that it will bask when it needs to, but isn't it unhealthy for them to never dry out?
2. I have a Repti Sun Basking Light and an overhead light with UVA and UVB. Is this sufficient?
3. How do I know if I have a male or female?
4. If you have any other advice or suggestions, let me know!

1. I would be careful about saying "never." My little one is to skiddish to bask in front of anyone. As soon as there is movement in the room, it dives for water. And you do have a ramp of some sort going from the basking area into the water?

2. For lighting, that sounds prtty good, but if you have a way to take it outside on good days, that would be a good idea.

3. Gender is (as I understand) not determinable at that size. However, as it grows older, your easiest clue is to look at the front claws. Long ones (approx. more than an inch) are typical of a male.

4. I'm no expert, actually a beginner myself. But my best success comes when I practice patience...
