First, stop walking your snake around the neighborhood!; its those types of incidents that result in further banning of pet reptiles. The public shouldn't be forced to sharing the sidewalk with you and your snake and negates your efforts to educate them about reptiles. If you want your snake to have some fresh air, do it in your backyard where no one can see you.
Second, it sounds like your snake took a big slurp of water while soaking and the act of walking the snake (never a good idea to handle a snake right after it drinks) put enough pressure to cause the water to come out of its mouth along with a good dose of saliva. Most likely, no harm will come from it.
