Just a guess, maybe a leopard lizard, kind of hard to tell from the pic. I'm pretty sure there is a couple of different kinds of leopard lizards in that area. Someone else will probably know for sure. I do agree that it doesn't really look like a collared. Good Luck.

it looks pretty blue in the picture, but it doesnt even look like a native species, it looks more like something from the genus agama. p.s. it is not a baja blue rock lizard(it has a totaly different pattern and body shape.

That thing looks like a plastic toy molded from an agama. I can guarantee you that's not a real animal. It's posture is all wrong.
