Mhm. It's got a fungal infection. This happened to my Cuban Tree Frog. he healed from it but in the end he passed away due to another ailment.
Go to your local pharmacy. Get a bottle of mercuroclear. (it used to be called mercurochrome, but an ingredient was potentially harmful so it was removed and the name changed). Let your froggy soak in I believe a 3% solution of the mercuroclear. Do this once or twice a day until it starts to clear. There will be a funny colour, but don't be alarmed. It may even look like blood- it's just the medicine.
Also, I had never heard of anyone doing this, but I was so desperate for my frog that I tried this. I went to the store and got a bottle of Fungi-stop (mostly for fish)... It's a red and yellow label. I applied a drop onto the affected area twice a day... He healed very nicely with the combination. If worse comes to worse dab a little of the mercuroclear onto the area with a small paintbrush.
A little but of the fungi-stop in the water wouldn't hurt either.
As I said this is just my experience, and this was a large frog, so you may want to do a little more research into a cure.
Hope this helps, good luck.

I'd try Maroxy for fish at your local petstore first. But keep the number of the local vet that can take herps.
