my newest rescue- help-

they said he was a sulcata. Actually comparing him to my other, I find it hard to believe.
WHY is he so dark? Poor pyramided lil guy. His nose seems too pointy, but maybe he is just lacking "jowls", for lack of a better word.
ANY and all advice is appreciated- I feel the need to super feed him, and help him in any way. He is approximately nine inches long, and about four-five pounds.. the skin on his neck is kind of peely/flakey...and maybe Im just used to hauling a huge one around, but he seems too lightweight.
What treatment plan do you all suggest/feeding/etc? I dont need basic sulcata care, I know that already- but this one seems pretty sad:

I did some checking around, my pal from the Abilene Zoo thinks this one looks like a horribly pyramided & sick red footed tortoise.
It really doesn't look like sulcata to me either.
My first thoughts would be have some blood work done & see where you stand then go from there.
That one looks really bad in the photos, tough road ahead if it makes it.

Does it have the tell-tale spurs on its thighs?
