You will DEFINATELY need a controller when using the 10w 3" as it gets HOT!!

Umm...so the 3" Flexwatt comes in both 6-watts and 10-watts?

well depends on what you consider the same ?
6&10 watts it wont be the same heating performance as the 10 watt is naturally higher wattage so means more heat.If you were thinking of using this as a belly heat i would personally say use the 6w ( depending on what your heating through or up ) if its standard tubs then the 6w would be enuff to give the heat you need . if its thicker the 10w will perform better but can be a little more risky as a belly heat IMO.
I ordered a lot of 3" and didnt realize they started making it in 10w 3" also i installed it in a rack and ran it wide open 9 i always run flexwatt wide open for a hr before packing it up to go out . well not knowing or looking and seeing the 10w it actually warped/ distorted the shelves of 1/4" pvc due to the heat when i ran a temp gun was over 150 degrees where the 6w only goes to around 90-100 wide open in my checking that . so i can only say if its 10w MAKE SURE there is a reliable controller on it i wouldnt trust a cheap stat on the 10w 3" as it actually produces more heat in that 3"10 w path then the 20w 11" does !

You will actually need a controller no mater of the wattage.. Both can get to hot for your animals

Of course! A good thermostat should always be used.
I use the Big Apple Herp Power Proportional Thermostat now, but I am considering a change to the world of digital interface -- Ranco, Johnson, Herpstat, Helix, etc.
(I'm leaning toward the simplicity of Ranco.)

My advice is to stick to the 6 watt 3 inch only. The 10 watt version is made for commercial applications and is definitely an issue for animal husbandry. In fact, if you call the manufacturer they will tell you to only use the 6 watt version for animal husbandry. The 10 watt version runs way too hot.
I have used Helix, Herp Power Thermostats, BAH 1000 units on the Flex Watt 11 inch and 3 inch and all units have ran without issue for years. Although, I must say that on my expensive stuff I will only truly trust the Herp Power Thermostat. If you check with the company, Big Apple they have on record that only two units have failed in the 6 years they have been selling them. They also told me that both units did the auto shutdown. If only 2 units failed in 5 years and I have 16 units running well myself with no issues that is good enough for me to continue buying and trusting that these are excellent thermostats.
