What is a reasonable price to pay for Burmese Star Tortoises? I know a guy who has 1.2 he is trying to sell me. The male is 5 inches and the 2 females are 4 inches but have some slight shell imperfections. I don't want to get ripped off.

At that size, I have seen them going for $1500 - 3000 a piece. Platynota seem to be a lot more available than just a few years back but given their status in the wild, I suspect their prices may increase when they are eventually classified as CITES I.
