Your idea seems rational. Caging equirements would certainly be expected. Annual fees would also need ot be implemented. You are going to need to consider how the inspections are paid for. The problem with your "darwinism " theory is the danger to the people coming in after the snake is loose because it has killed you before you put it back in the cage. Heavy doors and proper labeling are a must. But I would think people are going to want something more. An understudy is important. People should need to get documented hours and be signed off by a liscensed keeper. If the AV banks get established, a contribution to them (regular) is a good idea. Just my thoughts.
