Question About Humidity?

I recently moved into a new apartment and their is a dehumidifier on the air conditioner. It is way too hot here not to run the air, but ever since I moved in I havn't been able to get the humidity above 40%. A couple of days ago I bought a small humidifier and air exchanger, which is working but the humidity level is around 70%. Everything I have read says to keep them between 50-60%. Is my humidity too high?
He has been a lot more active since installing the humidifier, more like his old self.
