How can I purchase or learn about a breading or keeping license

Ok, here is my problem. I want to breed ball pythons. In my city it is illegal to "keep them as a pet". Is there any license of any sorts that I can get that will allow me to breed these beautifull creatures? The city I live in is surrounded by other cities that allow the snakes to be kept (sucks for me). I live in Allentown PA by the way. If there is anything you can do for me please feel free to post a response. Thankyou....

From what I understand...in Florida...all animals are regulated by the fish and game commision. You can keep any exotic as long as you are in compliance with them...breeding on the other hand can be regulated by local governmant...at least breeding on a large scale...I would call the fish and game of your state and see how things are regulated there first.
