I tried to call. Plant pest is a broad term and I'm not sure most feeders are in that category.

This is very complex and too many details to explain on this forum. Basically you need to fill out the 526 form and you need it for every state your palnning to sell to. I have the contact info for the people at the USDA. There could also be state issues. There are also permits for importing as well. Most people do not realize you need a federal permit to ship mealworms inside the U.S. PLEASE DO NOT PANIC, people receiving small amounts of feeder insects are not required to have a permit.
