Can anyone tell me what sex this star tortoise is? I was told they can be sexed at a young age. This guy/gal is 3.5" SCL.

A top pic would help. Stars exhibit sexual dimorphisim in their carapaces...

I would probably agree with you on that, but not at this 3 1/2" size you couldn't tell.........

I've had plenty of stars that size in the past and would say it's a female. Little tough to be 100% certain because the tail in your picture shows the tail sticking straight up. Much easier to tell when the tail is laying down flat on one of it's rear legs. Males even at that size have a noticeable longer, thicker tail......
