I use shredded coconut husks, (bed-a-beast) myself, but if you want something good and really cheap or free, just regular old black and white newspaper sheets work very well and a lot of people swear by it. They can't burrow technically, but I know quite a few kings and gophers who weasel under a sheet or two and I suspect they feel quite snug there.

thats what my corn does with his carpet, and i have i hard time getting him out without taking everything out of the tank. so i wanted something light, easy for burrowing, something soft and non abrasive because aspen and , reptibark and other substrates look sharp and hard for burrowing, cheap (which isnt my first concern), and easy to get the snake out.
the only thing i have against paper shreds is that it sticks to the bottom of the tank with feces, but i was planning on putting someting under it.

you could get a liner like they use for Bird cages in the bottom, it's basically high speed low drag plastic wrap. Do you use over head heating or UTH?? But, give the coconut bark a chance, I switched over to it from Reptil-Bark and I've noticed a dramaitc improvement in the ease of maintaince, it holds moisture ten times better than anything else I've used, and it holds up longer too!! It's only like 11 bucks for 15 quarts at the local mom and pop shop I get my feeders from. It's soft ( well, it's not cottonty soft but yeah ) and light yet durable.
can the snakes burrow in coconut bark?

Umm, that's a question I don't truely have the answer to. I would assume so if you don't pack it down and just leave it as is when you put it in the cage. But as other have said, usually their burrowing to get closer to the heat source, but then again, I've never had a snake that's wanted to burrow on me, I usually use two or three hides in the enclosures to give them options.
ive got two hides in that snakes cage and no heater, because the python cages keep the room 85 as it is.
the reason he burrows is because i have a wide cage with two carpets, he goes through the seam.
