Baby western paint won't open his eyes and doesn't appear to be eating

This little guy is two months old and very tiny, barely the size
of a quarter. Doesn't seem to have grown any. At first I did
see him eat a few times, but then I wasn't seeing him eat when
I put the food in the tank. He used to be really lively, but now he's very lethargic and the last few days, I can't get him to open his eyes. He moves around, but not a lot. He's just the cutest little thing and I don't want to lose him, but I don't know what to do for him. I've never had a turtle who wouldn't or couldn't open his eyes before. I feed all my turtles Reptomin Floating Food Sticks and they all seem to thrive on it.
I would appreciate any suggestions.

Take him to a herp vet ASAP.
Sounds like he's very sick and when they're like this there aren't any home remedies but be sure to keep him warm enough. 80 degrees at least until you can see the vet.
