"Leucistic" is a misnomer for a patternless gecko that just won't die. That particular gecko had no blizzard in it from what I can see, but I think it might be albino (can't see it at the moment to check). They also SERIOUSLY messed with the saturation of the color. I can tell you that gecko is not that neon yellow. I have a patternless albino that many in other forums consider to be a top example of the morph - see below. By having something to compare her to, you get a much better sense of what the real coloration is.

The price will vary depending on several things...
-age?
-intensity of coloration?
-albino?
-carrottail?
-kinked tail? (BAD!)
-is the breeder trying to move the geckos out fast?
I've seen patternless albinos ranging from $40 - $200.
A real "Banana Blizzard" is actually a cross between a patternless and a blizzard. Those are very rare. Most of what you see marketed as a banana blizzard are regular blizzards that have been line breed to have yellow coloration.
