It is my leopard's first winter in NewEngland. I noticed he hasn't been eating, but appears well; eyes look clear, eliminates, drinks... Is it normal for him to be not eating as much, slowing down?

Leopards can be tough to begin with but keeping them in the NE is the ultimate challenge.
They normally slow down in the fall. Watch the hydration but at the same time you have to be careful of the cool and damp. That'll lead to problems for sure.
So... Warm and dry with frequent soakings should get it through the winter.

Do you have him outdoors in the cold temps. Thats not good if you do. YOu should know that leopard tortoises DO NOT hibernate. They will not hibernate and most likly die if left in the cold. Then need 70-80 degree wheather all year round. Like the red foot and yellow foot and other tropical tortoises they will not hibernate. So if i were you i would bring him in for the winters since he will die if it gets to cold. I dont think they slow down in winter months they might sleep more but dont stop eating. Remember they DONT Hibernate and you will need a indoor enclosure for the winter.
