I have read several care sheets suggesting one or the other, so I thought I'd ask which everyone thought was best?
Is it best to supply heat via heat pad on one side of the cage, or via heat lamp on one side of the cage?

it gets kinda cold in my place so i have a heat lamp above and a heat pad on the side

For a Leo the UTH is the best choice (under tank heater), since Leos require belly heat to properly digest their food

Make sure they are still getting some kind of light to have a full day cycle.

definately get a UTH, although if you live where it's colder I'd get a lamp too.
