spotted salamader question???.....

can i keep one spotted sally in a 10 gallon?also can i use paper towels as substrate?

ten gallon would be minimum in my opinion. paper towels are very good for them as long as you change them whenever needed and keep them wet enough. although the spotted sally might appreciate something that it can burrow in easier, like bed-a-beast or potting soil(without the white things or any chemicals).
