Please help me with my hatcling leopard tortoise

I bought a baby leopard and with out noticing I found him to have swolen eyes so I figured it must be a vitamine A deficiency Well, I started feeding a higher vitamine A rich diet and we gave him vitamin A through an oral syringe. Not to mention an eye ointment that seems to help a little. My question is his eye are a little crusty swolen and sunken in and I am wondering if a leopard tortoise could be kept to dry at hatchling state. He has a water dish he can soak in and i just added a humid hide. Is the humid hide a good idea? Tell me any idea you have to help.

Just to let everyone know he is eating and drinking and walking around so he is not lathargic I just would like to control any problem before it becomes major

Have you had a fecal done on him? Internal parasites can cause many problems, especially with babies. Sunken eyes can be indicative of dehydration, and often swollen crusty eyes can mean a respitory infection, and/or intestinal worms.
