what is the biggest rat snake species?

If you are talking about NA ratsnakes then obsoleta are ther largest. If you are talking about worldwide then probably one of the beauties, not sure of the scientific name spelling.

I believe the black rat is. But, if you took an average of all obsoleta the max size difference would be not be much, if any.

It depends on what you call a ratsnake?

Ptyas carinatus can reach almost 13 feet. It is called a "ratsnake" by some.
