Just wondering, can a room have different humidities? Here is the backstory.... I change/refill my snakes waterbowls on Monday and Friday. All of the other waterbowls are fine for those periods, but Butters bowl was bone dry today and he was actually curled up in it. he is too small to knock around the bowl and I know I didn't spill it. So is it possible that the spot he is in just soaks up the water a LOT faster?

Bad sheds? Put the water bowl CLOSER to the heat source (even use a larger water bowl), evaporation increases, rel. humidity goes up. This will often make sheds better. On the other hand, if it is TOO humid, mose the water AWAY from the heat source. Since too hot snakes will bask to cool off, don't let the water be RIGHT over the heat source if it can fail and get the cage up too hot.
