Best Substrate for Pac-Man frog

What is the best substrate for a Pac-Man frog? I have tried gravel and Repti-bark but no matter what he seems to try and get some of the substrate when he eats and tries to swallow it. What do you guys recommend?

I ususally use a wet paper towel. But i also use chemical free soil.
