i have a 6 month old burm who recently has been spending all of his time in his water dish. the dish is on the cooler end of the tank and the snake is always cold when i take him out for his daily handling. is this normal for a burm to do ?

Personally, I feel that it depends on your interpretation of "Cold". The snake should always feel cool. If the snake itself feels warm, that is not a good thing. Are you using thermometers or hygrometers? I would just make sure that your temps and humidity are correct. Have you noticed his eyes turning milky? Its possible that he could be soaking as he might be getting close to a shed. What has been the time frame that you have seen him spending alot of time in his water dish?

Could be going into shed like Chris pointed out.
Have you checked the snake for mites? they will often soak to try and get rid of them.
Does it have a place to hide?
It could just like to sit in the water. If you think its to cold for the snake move the water to the warm end
