Looks like a prolapse - apparently this is happens alot with Chondros - they mix powder sugar and water to a paste and cover the prolapse with it. It's important to keep it moist. Sometimes they shrink up in a day or so sometimes they need veteranary help - if in doubt take it to the vet. Once healed you'll need to make sure the snake only eats small meals so it doesn't strain itself during defication. I think these are the snake version of a hemroid.

The structure sucks back in when the snake is done going to the bathroom. Odd part is one of the sacs seemed to pop when the feces passed by it. Weird huh!
