selling sulcata tortoise in PA illegal?

Is it illegal to sell hatchling sulcata in PA?

In connection with a business? It's illegal to sell a hatchling chelonian in connection with a business in any state, unless for "bona fide" educational or research purposes. If the tortoise is coming from out-of-state, it has to have a vet certificate saying it's tick-free before it can cross state lines.

Not to mention that PA isn't the best state to raise a sulcata, unless you're willing to make extra room in your heated barn.
