my female red eared slider was chewing on the males genitals and now it is mangled and hanging out what can i do

take it to a vet immediately. otherwise you risk infection and other things that could easily be life threatening.

Agreed. He needs immediate medical attention before the tissue becomes necrotic. DO NOT WAIT TO SEE IF THINGS WILL IMPROVE. This could spell disaster for her animal.
