question about dead roaches as feeders

I offered my orange head roach colony to some club members in a neighboring state. I would have to ship about 200 roaches and it would take 2-3 days. I feel a heat pack would be required this time of year in order for them to arrive alive. On of the people who has requested the roaches for the cost of shipping as requested no heat pack as she doesn't care if they arrive dead. She plans to freeze them and feed them to her turtles.

Now, I have received dead shipments of roaches and personally I don't think I would consider them fit to feed to anything. What does everyone here think? If they reach her alive and she freezes them I have not problem with that, but DOA then freese and feed doesn't sound to healthy to me!

Should I tell her no dice?
