"sterlings" skin appears to be dry on top of his head. is this normal? is there something i can do about this?

I think it's normal depending on living conditions. For instance at the moment it's cold outside so the central heating is on, my house is much drier right now than it was during summer.
Soaking my turtles daily in plain water seems to help keep their skin from drying out.
If it gets so bad that it starts to flake you can put a drop of vitamin oil on it.
