I understand your frustration on getting a box turtle into your home, but it may be easier for you just to move out of hawaii. Box turtles are allowed to be imported into the islands due to them being on the conditional animal list BUT, and I repeat BUT, there is alot of red tape to be cut through for this to happen. All animals must be approved first before you even start to go through the import paperwork. Even after that it may be months before you can even be allowed to get. Also I believe all animals must go through a quarenteen for I believe 3 months. Here is some info from Hawaii's F/W website. "Animals on the restricted and conditionally approved lists require permits prior to their importation. All microorganisms require approval before entering Hawaii. Certain species of microoganisms require permits in advane of shipment. For restricted organisms, site approval is required prior to permit approval and permit is required for possession. Following are the Hawaii Administrative Rules regarding importing including lists of conditionally approved, restricted and prohibited non-domestic animals and microorganisms"

This link also gives you a break down on the process:

I am sure you may be able to find your local fish and wildlife centers and maybe there is a turtle already in the islands that needs to be adopted? Or maybe there is a pet store out there(I usually don't say that but it may be your only choice)
Remember you may say oh no problem I am willing to go through that process for one(Which many of us would also say), but try finding someone on the other end to do so is a really hard part. Good luck and I hope I helped you not helped to the point of discouragement but to at least open your eyes to this matter.
