Will hay catch on fire?

I was reading about substrates for tortoise keeping. The author of that website mention that hay may catch on fire due to the heat produce from the basking light. Has anybody heard about this? Thanks.

the heat lamp would have to be very, very close to ignite hay. the danger is if the lamp gets bumped or falls into the hay, then it could easily ignite.
