best way to raise heat?

Do Under Tank Heaters lose their effectivness?
Or, is there a better way to "warm up" the tank.
I have the paper towel as a substrate, and a while ago I did have a piece of slate in there which would warm up from the UTH, but it doesn't seem to be warm anymore, yet, the bottom of the tank, (under the towel) is very hot.

Are you measuring your substrate temps with a thermometer that has a probe? If so, how much have your temps dropped? A UTH should last for a couple of years or so.

i have the same setup. try useing a low watt red heat light like 25watt (depenting on the size of tank) and put it over the side of the tank where u want the heat to stay. i do this in the cold winters because i am in the basement and the red light keeps the air temps in the cage better and alows the UTH to heat the subtrate(papertows and humid hide) on that side. or if your tank is big enough try covering up one end of the tank with a light blanket to reduce heat loss. Becareful not to start a fire. hope this helps and im sure others will chime in.
