PLEASE i need help

i have two red-eared sliders who share a 20 gallon tank, water temp is at 73, basking area is at 80, water stats are good, but one of my turtles is not eating, looks really lethargic, as in he just floats around and really acts like hes dead..im pretty scared, and ive been checking on him every hour or so. he hasnt been eating for hte last few days, and im really quite worried.
what could be wrong? any help wuld be appreciated.

Get it to a vet and THEN analyze the enclosure.

the temps need to be raised to start, water should be 75-80, basking area should be 85-90. is there any discharge from the nose or mouth? any trouble breathing? what filter do you have? what size tank is it? what do you feed them?
