I have a garter named Hank. The scales on top of his head seem to be falling off. One already has and the others look to be curling at the edges also, does anyone know what could cause this? And is this something that I should be concernd about?

I have encountered a very similar situation with one of my female red milk snakes.
First, just rule out the possibility that he could be shedding. If he's not then he's probably a very active little critter that spends a lot of hours roaming the cage and rubbing his head against the sides, top, and corners trying to escape his enclosure. From my experience you can do nothing about it except offer a few more hides, which will "sometimes" calm them down enough to quit roaming so much.
thank you, yes he is extremly active...and is always roaming around i didnt even think of that being the cause.
thanks again.
