I could not agree more. There are TONS of irresponsible people out there who do not need a burmese and I do not intentionally sell to those people. Anyone who has seen my presentations at the Southeastern Shows knows I make a point of presenting burms in a honest way....they get BIG and only people dedicated to a big snake should purchase one. (Consequently, that makes some vendors mad...but, that's life).
The only reason I ask about the multiple female thing is I am working with granites, albino granites, and some of the other higher end burms. This year I seem to have a plethora of females and not enough males and was just curious if other people had stats on multiple breedings.
In my opinion, people are probably less likely to dump a granite or albino granite in the everglades when the initial money is significant and there are still people who would gladly take large ones for free. So, I feel a little less like the burms I produce will end up in the 'Glades. That said, however, irresponsible people sometimes have cash! 
What can you do?
I think eventually a registration system may work. You need to register the snake and be accountable for it. On surprise checks by the powers running the system find you don't have the animal there would be major fines etc.
