Such laws usually have to provide more detail than just 'venomous', they typically specifically menetion Atractaspididae, Elapidae and Viperidae. They are not intended for colubrids (although usually specifically mention Dispholidus, Rhabdophis and Thelatornis).
So, under the intent of the legislation, no you wouldn't need a permit. However, just be careful of things being misapplied by morons.
Cheers

I lived in oklahoma before I came to KS (lived there till the beginning of this month). You have to have a permit for even a vine or atleast they made me get one to take my two exisiting Mangroves in to the state (importing license) and a regular venomous license (I asked about vines at the time and they required them too, would have gotten a pair but building the mangroves cage sort of tired me out). They are easy to get and only costed about $10, I think it was. After you have a cage they come out and inspect it to make sure the snake can't escape, its the proper size, etc. Make sure that if you have it shipped in on an airline that they double mesh the air holes, I hear some people had problems recieving their snakes from the airport because the shipping box was not double meshed.
