Weird "Dusting" on shell. Any thoughts?

Hi everyone. I have a RES and he seems to have a weird kind of dusting effect going on, on his shell. It's like a white, grayish dust looking thing. I got him like this. He doesn't seem to eat much and I think this may be the cause. I talked with my vet and he said it's not shell rot and is not sure what it would be.

The turtle's water temp is about 74 and the basking area is about 82. I can't figure out how to upload a pic. or I would.

I was told trisulfa might work to clear it up. He is a hatchling turtle. Would this work? Would it harm him in any way? I don't know anything about trisulfa, so any suggestions would be greatly appreciated. Thanks a lot.

There my be nothing wrong with him. That should be determined before you try any treatments. Do you see this dusting when the shell is wet or dry?

Somewhat both, but more when dry..

This could be just deposits under the scutes or bubbling caused by scutes that have not fully raised to shed off.
