Strange mating habits!!!????

So... I recently acquired a young male res to be a tank mate with my young female res. They ignored each other for the first day and now they seem to be getting a little 'too friendly.' I'm familiar with the whole flutter thing that males do. I've seen my sisters adult res accost gold fish and rocks. So, I noticed the two interacting just now and watched what would happen since this is the first time they've acknowledged one another. The male was approaching her and touching his nose to hers. Then he slowly swam around her... the whole time they never broke eye contact. After a bit of that... he mounted her and but something fizzled and he swam away. Apparently the female was hurt by this and started fluttering her flippers in his face... quite insistently. She'd bug him like this for a while... he'd nip at her and they'd separate for a few minutes before she'd start up again. My questions are... is the flutter behavior supposed to only be performed by males - or is it both? Would they be able to breed considering she is just less than a year old and only about 3-4 inches wide. I don't know for sure how old he is but he is just a bit larger. I have them in a 110 gallon hexagonal glass tank. Both are quite healthy. What is going on here?

too young to actually mate but they do the whole courting thing at that age. She is getting territorial against him, be careful and watch their behavior that she doesnt start biting his package, thats the worst she can do to him.
