Right filter for the tank?

I have a Whisper 10i in a 10 gallon tank but it just doesn't seem to be keeping up with the waste my turtle is producing. There's just a bare bottom for right now, no substrate, but it doesn't seem to be able to push the water around. Do I have the right size for the tank, or do I need a more powerful filter? Also, If I do need a more powerful filter, how would I break the current so that it's not as strong but keep the flow good?

how deep is the water? how big is the turtle? (shell length) what type of turtle? what are you feeding? i would probably have a 20i in a 10 gallon turtle tank and not break up the current at all, it shouldnt be too much for it.

The water is about 5 inches deep with fake plants as resting spots inbetween depths. The shell is only and inch and a half. Recently, I started feeding in a separate container to reduce matter in the tank.

Oh yeah, also. I feed the turtle three different types of pellets (with Reptivite, a powder form of vitamin) and occasionally some leaf lettuce.
