When you say the mouth doesn't close completely, are the lips noticeable swollen, or just slightly apart. Dragons may not close their mouths complete, especially when basking. Mouthrot can be seen if you gently open the mouth. Healthy gums are lightly pink/cream in color. If it's reddish or looks like there is alot of mucus (especially if the dragon seems to be drooling all the time, though this could also indicate a respiratory infection) and a cheezy substance in around the gums (kind of like cottage cheese), then it could very well be mouthrot.

A picture of the inside of the mouth and with it closed would make it easier to say.

Mouth rot will require a vet visit. Mouth rot is caused by bacteria so anti-biotics will need to be prescribed for the dragon by a qualified reptile vet. None of us on the list can do that.

If there is alot of mucus or you notice alot of wheezing, (not to be confused with the breezy hissing some dragons do when trying to make themselves look big and mean) bubbling around the nostrals, these all indicate an upper respiratory infection. Again, if this seems to be the problem you will need to take him to a vet for treatment and examination.
