Need Help With Bearded Dragon

Hello, my sister has had her bearded dragon for almost a year. I feel terrible because she is too busy to attend to it. I am not sure if it is a male or female. She has a tank with carpet on the bottom (the stuff that you can take out and clean with water), two logs to bask and go under, and a basking lamp. I feel that her bearded dragon needs more for his home. Don't they need a lot of attention? My sister used to work at a veterinarian hospital and that is how she received her bearded dragon (one of the doctors gave it to her). I was thinking that maybe she should call the veterinarian hospital and see if they could find the bearded dragon a home where it will get plenty of attention and care. PLEASE respond! I feel horrible for the poor creature! Thank you!

From the limited amount of info it doesn't sound like she is doing that bad.

supplemental info:
How much time does she spend with it?
Is there a uva/uvb light?
How large is the cage?
How much is it fed?
What is it fed?

She spends no time at all with it, only when she turns on his basking lamp.
There is no uva/uvb light.
The cage is either a 30 or 40 gallon tank.
She feeds it lettuce about twice a week. When she fist got it, she would feed it crickets but she hasn't for over 6 months.
She leaves the poor thing in the garage.

Adult bearded dragons need to be fed quality greens (not iceberg lettace) daily, not a couple times a week. It also needs proper UVB lights daily, which should be on a timer, along with the basking light. From what you said, she isn't just not spending time with it, but neglecting it completely. She should find a better home for the dragon. With the current care it's getting, it will not survive much longer.

As phldy said that dragon will not live very long in those conditions. The conditions the beardie is under could be construed as animal cruelty in most areas.
