My dad came home with two bags of cypress mulch for my to put in my bluetailed monitor cage because it was low... is this mulch ok for him?

cypress is fine for monitors, yes.

would it be ok for an Argus? I would also put in a big tub of dirt to him to dig in, But all dirt is kind of a pain in the winter.

cypress is a fine substrate for most all monitors. it will allow for a healthy monitor and solid conditions, but it falls short of "ideal" when it comes to breeding goals, burrowing, etc.
it is great for baby monitors as well. of course, this is all relative. while it is a fine substrate, it is a distant second choice to a good diggable soil : )
