we never have been asked but, does an out of stater need a hunter safety course for obtaining a special hunting license/permit ?

By law, if you were born after a certain year (1973?) you are required to have completed a hunter education course and carry proof of doing so along with your hunting license.

HOWEVER, I've never been asked to produce my hunter education card when buying my license (at Wal-Mart). Then again, I've never been asked to show my license in the field, but I presume I'd be also asked to show the hunter ed card along with the license.

Hunter education focuses primarily on firearm safety, so it's mostly irrelevant to our type of hunting, but it's a nice course to attend nonetheless.

I guess I should add that I'm a TX resident; sounds like folks with out-of-state plates get stopped more frequently.

Before I became a TX resident I was stopped by Border Patrol, because they saw my black car, with blacked-out windows, with out-of-state plates, at midnight in SW TX, and when I got to the road T where they were (the end of my cruising run) I turned around and went the other way, which they took to mean I was trying to evade them.

i have not been stopped by border patrol at least one night along the bend region. Also several stops by deputy sheriff and only 2 times by wildlife in 30 years. But I take the border stopping's as a favor I guess , that they are doing their jobs ?

I get the non-resident nongame license which I believe is the special license. I have never been asked (Walmart) for anything but a drivers lisence. I've been stopped by TP&W many times and they are always satisfied with our lisences. If you have out of state plates you will get stopped! We have never gotten a ticket.
