I don't know what you use but I can tell you how I heat mine.
I've been using a Dragon's Lair heat mat under one section of my plastic enclosure. It's an infra-red heat mat that does not touch the tank it only sits under it. It's paper thin & I bought if from Big Apple Herpetological through their website. I emailed them to ask all about it before I ordered it, they very nicely replied to me & said that my plastic tank is exactly what it's sold for use under. My plastic tank sits on top of a flat piece of wood that's covered with I'm not sure what type of coating, it's meant for do-it-yourself shelving.. I bought it at Lowe's Home Improvement store for less than 10 dollars.
Since my plastic tub never touches the heat mat, no worries about fire.
Since the mat sits on only one end they can move into or away from the heat as they choose.
On really cold nights I also use a 100watt ceramic heat emitter, in day time even in winter it's too warm in the house to use the CHE so they bask under the heat lamp that's not as warm as the CHE. That basking bulb is in a standard reflective reptile or shop type lamp.
