As long as those temps are the temps of the top of the substrate on the warm side, then yes. What size tank do you have? I would think that a 150 watt bulb would be overkill since you have a UTH too, you could probably drop back to something MUCH smaller
I use 50 watt infrared bulbs, and have used 40 watt night glo in the past and they were more than large enough for my 20 gal long tanks and my 29 gal tank.

i have a 33 gallon tank, it is really cold in my room and its around 91 riight now, with the 150 watt and UTH, the light is RIGHT above the UTH and im planing on moving it over sice the cold side to me seems way to cold not sure what the temp is.
