heat tape, surface temp, and ambient temp?

Ok I have been messing with this reostat for 2.5 days now and if I have it a 90 degrees (heat tape) its only like 84 on the surface of the paper towel substrate. So everyone before said to have it at 90 so in my case I need to increase the temp or its not supposed to be 90 on the surface of the substrate/

if the thermometer is correct, then just turn the rheostat up a bit until you get the right temp reading on the paper towels.
