As a general rule, they open their eyes when completely out of the egg. Some will ease out of the egg over a few hours, while others pop out like there is a fire! Once they are walking around - they usually have their eyes open, yes.
Don't worry so much about food for the first few hours - or even a day. Most baby chams won't eat until they have been active for several hours. The only baby cham we have seen eat immediately or within hours of birth is a jackson.
Good luck!

The previous comments were dead-on. My Jacksons ate w/in hours of birth. My Veileds didn't eat for 3 days after hatching. Some laid there w/their eyes closed for awhile after hatching, some were up and about. It depends upon how long it takes an individual to completely hatch. Some took all day while some were much faster. Its an exhausting ordeal that leaves some more in need of a good recuperative rest sfterwards. Don't fret, they're hardier than they look!
