Minimum cage size for a single adult dragon is 4'x2'x2'. For two dragons, its best to have two cages that are 4'x2'x2'. Why I say two cages is dragons do not always get along well and you can only keep two females together with any hope they will get along all their lives. Putting a male/female together will mean they will breed, the male can seriously stress your female out, over breed her etc. Two males will fight and one or both can be injuried during fighting and both will be stressed.

However, if you do happen to have two females who do get along, the minimum sized cage would be 5'x2'x2' or 4'x3'x2'. Housing more than one dragon means you will need at least two basking spots, feedin bowls and hides. This helps prevent competition for the best basking spots and food.
