COmpact flourescent lighting req

Do you think a 96 watt, 7,000k compact flourescent will be enough to keep plants alive in my 40 gallon tank? i'm building a bog/marsh for my spotted turtles and want to incorporate a few plants and make the tank come alive!

Thats a little over 2 watts per gallon . The rule of thumb is min 2 watts per gallon for aquatic plants for non aquatic thats plenty and you will get good fast growth.
Plants that grow half submerged or not submerged grow like a weed with that light.
By the way 5,600 to 8,000 k is great for plants so 7,000 is great. I use 6,500 in my planted tank and they do great.
